At the end of the United States Civil War, an
overriding question arose:
How should the southern states be
readmitted into the Union?
Should the south be welcomed back with an easy
transition, or should the Confederate states be
punished harshly and treated like conquered
territories?
Also, would freedmen (freed slaves) be accepted as
equals?
What responsibility did the Union have to helping
Freedmen attain civil liberties, like the right to
vote?
President Lincoln was assassinated just as the
Confederates surrendered in April 1865, leaving
President Johnson responsible to solve the
Reconstruction problem. He had a difficult task
ahead of him because so many people differed on
exactly how the south should be readmitted into the
Union.
